New Report Debunks 'Myth' That GMOs areKey to Feeding the World

Over the past 20 years, the report notes, global crop yields have only grown by 20 percent—despite the massive investment in biotechnology. On the other hand, it continues, in recent decades "the dominant source of yield improvements has been traditional crossbreeding, and that is likely to continue for the foreseeable future."
After examining recent research on GMO crop production, the report also found:
  • Genetically modified crops—primarily corn and soybeans—have not substantially contributed to global food security and are primarily used to feed animals and cars, not people.
  • GMO crops in the US are not more productive than non-GMO crops in western Europe.
  • A recent case study in Africa found that crops that were crossbred for drought tolerance using traditional techniques improved yields 30 percent more than genetically engineered varieties

A committee set up to examine the methodological issues in fixing the minimum support price (MSP) by the Union Government has submitted its report recommending drastic measures to improve the price-fixing mechanism of the Commission for Agriculture Costs and Prices (CACP).
The committee was headed by Prof Ramesh Chand, Director, National Centre for Agricultural Economics and Policy Research. Punjab Mandi Board Chairman Ajmer Singh Lakhowal was one of the 11 members of the committee.
As Swaminathan Commission had recommended fixing the MSP at least 50 per cent more than the weighted average cost of the production of a crop, the recommendations of this committee have a special significance.
Ajmer Singh Lakhowal said here today that recommendation of the committee should be implemented with immediate effect.  Though farmers are never satisfied with the MSP that is fixed in the case of wheat, paddy and other crops by the CACP, one good aspect is that it ensures that a majority of farmers would not get less price than the MSP of their crop.
The committee has recommended that farmer should be treated as an expert in agriculture work and head of the family engaged in farming should be treated as skilled labour and his wage should be calculated accordingly. Counting the time spent by farmers in production alone and value it as the wage rate of ordinary labour is gross undervaluation of farmer’s time, states the report.
Interest on the working capital should be estimated for a whole, not half, period of the crop season and the actual interest paid by the farmer, who is chosen for a sample of study to work cost of production, should be taken into account. Land rental value should be based on the actual rates prevailing in the sample villages or with the sample farmers in particular without fixing any ceiling on the same. Animal labour charges should be counted for the whole year and not only as per the number of hours that the bullock pair works. Post harvest costs like cleaning, grading, drying, packaging, marketing and transportation of produce to market incurred by farmers should form part of the cost of the cultivation (COC). Appropriate risk margin should also be added to arrive at the cost of cultivation.
The committee has observed that interest and depreciation on the fixed capital should be projected by raising them at the rate of inflation. At least two villages should be selected from each block to work out the cost of production.

NEWS : Students Lead the Way in Organic Farming

KOZHIKODE: For the past five years, the  Cheekkonnu UP School has been cultivating vegetables in 15 cents of land on their school campus, so as to provide pesticide-free and nourishing noon meal to the students. After attaining self-sufficiency in vegetable cultivation, the school is now on a mission to promote organic farming among the public.
With the family farming project, ‘Jaivakrishi Oru Grihapadam’ of the agriculture club of the school, as many as 200 students and their family members have started organic farming in their houses.

The students are also engaged in creating awareness on the importance of organic farming by staging a drama titled ‘Kumbaladesham’ in a number of places. The play, directed by Pradeep Memunda, stresses the need to cultivate one’s own food while creating awareness on the health risks of pesticides. The play has already been staged in 10 centres in Naripatta panchayat and all the upper primary schools in Kunnummal block panchayat. “Around 3.5 to 4.5 quintals of cucumber was harvested from the school vegetable garden this year, besides other vegetables like beans, lady’s finger, snake gourd, ridge gourd, ivy gourd etc. We have also offered to buy the vegetables cultivated in the houses of children. A competition for the best home vegetable garden has also been introduced,” says school headmaster Suresh.

The seeds are distributed by the agriculture department and classes on farming are given to  parents and children. A high yield of vegetables, including bitter gourd, cucumber, carrot, cauliflower, cabbage, tomatoes, green chili, etc are grown in the houses of children using bio fertilizers.

“We got a high yield of cucumber with the use of a fertilizer prepared from sardine and jaggery, as instructed by an agricultural officer from Malappuram, who had visited the school. After keeping the mixture of jaggery and small pieces of sardine in a closed container for 21 days, water 10 times the quantity of the mixture is poured into it and the solution is applied to the cucumber plants,“ points out K P Sasidharan, agriculture club coordinator, who has bagged the second best teacher farmer award in the district. The award has been instituted by the agriculture department. 

Goat manure, cow dung, ‘kadalapinnakku’, cow urine, etc. are also used as fertilizers at the school.

“The children are quite interested in farming and they often contribute to the school’s noon meals. Moreover, with their drama providing tips for efficient usage of water and fertilizers, besides creating awareness on the ill-effects of the vegetables in the market, more people are getting interested in organic farming,” he adds.

Usha P, mother of Niya Anil, a class IV student of the school, says that the large-scale vegetable cultivation in her house has been inspired from the classes at the school. “We tried out a variety of vegetables this year. We distributed some vegetables among the neighbours, apart from the school,” she says.

Ecological farming enables communities to produce enough food to feed themselves. This form of agriculture fosters a future of healthy farming, and healthy food, to all people. Ecological farming helps the world’s population to mitigate—and adapt to—climate change.
 Analyses have also shown that ecological farming makes sense economically. First, this modern farming method leads to increased crop yields. Globally, ecological farming can produce an average of approximately 30% more food per hectare than conventional agriculture. In developing countries, ecological farming can produce roughly 80% more food per hectare[1]. Second, cost efficiencies come from using natural, locally-available fertilizers and organic pest control. This saves costs on synthetic chemical inputs that pollute.
Finally, evidence indicates that ecologically farmed products taste better and promote better health. A recent study in California shows that organically-grown strawberries taste sweeter than their conventional, chemically-grown counterparts. The organic variety also contains 10% more dietary antioxidants, which are known to protect against disease[2].

How It Works

Biodiverse farming—using a mix of different crops and plant varieties in a given field—is a reliable, proven ecological-farming method. In conventional farming, monocultures are used: growing a single crop over a wide area was standard practice. In contrast, biodiverse farming has emerged as the single most important modern approach to achieving food security in a changing climate.
Specifically, biologically diverse farming, also called intercropping, increases plants’ resilience to erratic weather changes. Scientists have shown that biodiversity provides a natural insurance policy against major climate changes, both in the wild and in agriculture.
Liao Mingzhong, a villager in Jinjiling Village, Jiahe County, harvested only a little rice last year due to the wastewater flowing into the paddy field from the nearby smelters. Organic pest control is another feature of ecological farming. Instead of using chemical pesticides, ecological farmers use non-polluting, long-term pest protection. One method is to introduce beneficial insects to the field. Another method is to plant crop fields strategically and to use “low-input” technologies that are available locally. As a result, crops are less vulnerable to pest invasion.
Natural fertilizers are also key to ecological farming. Achieving fertile soil entailsgrowing green manures such as legumes. Adding compost and animal dung can also enrich soil. These are just some of the effective ways of boosting the soil’s organic matter and fertility without synthetic fertilizers. Using natural fertilizers also saves on farmers’ costs; it eliminates the need for artificial inputs. With natural fertilizers, soil is richer in organic matter, better able to retain water, and better protected against erosion.

Who Practices It?

Currently, 2.6 billion people—40% of the world’s population—are small-scale farmers. These farmers produce most of the food we consume[3].
Millions of farmers around the world are practicing ecological farming. They are showing that it’s possible to produce enough food and to achieve economic success using ecological farming methods.
Thai farmers transferred organic rice seedlings to a specially-designated rice field.

Key Examples

Increased crop yields: In the United States, agronomists compared maize fields planted as monocultures to those with various levels of intercropping. It was the fields with the highest diversity (three crops plus three “cover” crops) that produced the highest yield—by more than 100%[4].
Richer, more fertile soil: A 21-year study of European farms showed that organic fertilizers offer better soil stability, greater fertility, and higher biodiversity (including earthworms and more microbes) than soils fertilized synthetically[5].
Sustainable fertilizers: A meta-analysis of data from 77 published studies suggests that legumes used as green manures can provide enough nitrogen to replace the entire amount of synthetic nitrogen fertilizer currently in use—without losses in food production[1].
Resilience to pests: Scientists and farmers in Yunnan, China, used biodiverse farming to reverse “rice blast”, the fungus that is the primary cause of disease in rice plants. Disease-susceptible rice varieties inter-planted with resistant varieties had an 89% greater yield. The incidence of disease was 94% lower compared to that of conventional monoculture[6].
Cost-efficient farming: In Andhra Pradesh, India, ecological farming helped increase farmers’ net incomes. Savings on chemical pesticides ranged between 600 and 6,000 Indian Rupees (USD $15-150) per hectare—while crop yields remained stable[7].

ARTICLE: दुष्काळ : स्थायी उपाय योजना

दुष्काळ म्हणजे जगण्यासाठी कठीण / अति कठीण काळ. अवर्षण, अतिवृष्टी, गारपीट, वादळवारे, अवेळी पाऊस या प्रमुख कारणांमुळे अशी परिस्थिती निर्माण होते. मात्र अवर्षणांमुळे पेयजलाची तीव्र टंचाई निर्माण होऊन सर्वांनाच त्याच्या झळा पोचत असल्याने अशा वेळीच समाजाचे लक्ष्य त्या परिस्थितीकडे जाते. अतिवृष्टी आणि गारपिटीमुळेसुद्धा शेतकऱ्यांचे प्रचंड नुकसान होते. पण समाज त्याला तेवढे महत्व देत नाही.
            सामान्यतः ४ – ५ वर्षांच्या काळात एक – दोन वर्ष कठीण / अति कठीण, एक – दोन वर्ष मध्यम आणि एखादे वर्ष उत्तम अशी असतात. शेतकऱ्यांना असा अनुभव पूर्वापार असल्यामुळे त्या काळात काही व्यवस्था निर्माण झाल्या होत्या.
(१)  धान्यसाठे – अतिरिक्त धान्य साठविण्यासाठी भूमिगत पेव पद्धती असे. आजही या पद्धतीचे अवशेष पाहायला मिळतात. उंदीर, घुशी, किड्यांपासून अनेक वर्ष धान्य सुरक्षित ठेवण्याची ही अरासायनिक / पर्यावरणस्नेही पद्धती होती. ही सामुहिक व्यवस्था आपत्ती निवारण्याचा उत्तम नमुना होय. गावोगावी स्वयंसेवी प्रयत्नातून अशी कामे चालत असत.
(२)  पीक नियोजन – पूर्वी पीकनियोजन सुद्धा प्रतिकूल परिस्थितीचा विचार करून केले जायचे. अल्पमुदती, दीर्घकालिक, जमीन झाकणारी, उभी वाढणारी अशा अनेक प्रकारच्या पिकांची मिश्रणे पेरली जात. हिमालयातील नवरंग, मध्य भारतातील ज्वारी – चवळी, मूग, उडीद, गहू-हरभरा, कापूस-तूर एकत्र पेरत. औरंगाबाद जिल्ह्यातील अजिंठा पर्वत परिसरातील बाजरी-मुग-मटकीचा नमुना तर विशेषच आहे. आजही ही पद्धती वापरल्या जाते.
       मुगाचे मागे-पुढे येणारे दोन प्रकार, उसवड बाजरी आणि मटकी अशा चार प्रकारचे बियाणे एकत्र पेरतात. आधी लवकर येणारा मूग तयार होतो, त्यामुळे जागा थोडी मोकळी होते. त्यानंतर दुसरा मूग येतो. मूग संपला की पसरणाऱ्या मटकीसाठी जागा रिकामी होते. बाजरी तर सरळ वर गेलेली असते. मुगाच्या पालापाचोळ्यामुळे जमिनीवर भरपूर आच्छादन तयार होते, मृदाजल टिकून राहते, गांडूळाचे कार्यही चालते. शिवाय मुगामुळे बाजरीला  आवश्यक नत्रपुरवठाही होतो (Nitrogen Fixation). बाजरीचे या मिश्रणात विशेष स्थान आहे. पावसाचा ताण सहन करण्याची आणि हलक्या जमिनीतसुद्धा वाढण्याची क्षमता या पिकांत आहे. मध्यंतरी अनपेक्षित पाऊस आल्यास बाजरीला पुन्हा फुटवे येऊन पीक बहरते. (बाजरीच्या एका परंपरागत जातीस अशाप्रकारे सहा-सात वेळा फुटवे येऊ शकतात). पाऊस वेळेवर न आल्यामुळे ताण पडला तरी बाजरी मरत नाही. अवर्षण, अवकाळी पाऊस, दीर्घ उघाड अशा सर्व विपरीत परिस्थितीचा सामना करण्याची क्षमता या बाजरी पिकात आहे.
(३)  परंपरागत बियाणे – आपल्या पूर्वजांच्या दीर्घ अनुभवातून विकसित व काळाच्या कसोटीवर सिद्ध झालेला हा पारंपारिक बियाण्यांचा ठेवा विविधतेने नटलेला आहे. तो विषमुक्त, शाश्वत, सेंद्रीय शेतीसाठी आवश्यक तर आहेच, आपत्ती निवारण्यासाठी देखील तितकाच उपयोगी आहे.  
      धानाच्या हजारो जाती आपल्या संग्रही होत्या. त्यातील बहुतांश साठा कोणीतरी दडपला, तरी सुद्धा शेकडो जाती आज अस्तित्वात आहेत. ओरिसातील डॉ. देबल देब यांच्याकडे ९०० पेक्षा अधिक धान (भात) जातींचे संकलन आहे. महापुरातसुद्धा तग धरणाऱ्या, क्षारपट जमिनीतही वाढणाऱ्या जातींची बियाणे आजही उपलब्ध आहेत.
       ज्वारी, चवळी, वांगी, नाचणी इ. पिकांमध्ये सुद्धा भरपूर विविधता आहे. रानभाज्या आणि कंदमुळे यांची वाणे शंभरच्या आसपास असतील. वालाच्याही शेकडो जाती आहेत. हिमालयात राजमाच्या शंभरच्या वर जाती आहेत.
       ६० च्या दशकापर्यंत गावोगावी अशी बियाणे भरपूर होती. हरितक्रांतीच्या काळात संकरित बियाण्यांमुळे हे परंपरागत बियाणे नष्ट झाले. दुर्गम भागातील निरक्षर, अडाणी(?) जनतेने जपून ठेवलेले, उरलेसुरले बियाणे आज आपल्या कामी येत आहे. अशा बियाण्यांच्या आधारे परंपरागत बियाण्यांच्या प्रसाराचे कार्य बीजप्रेमी करीत आहेत.     मात्र जी. एम. बियाण्यांच्या प्रदुषणामुळे हा परंपरागत बियाण्यांचा अमुल्य ठेवा कायमचा नष्ट होण्याचा धोका निर्माण झाला आहे.
(४)  आंबा आणि इतर वृक्ष – पूर्वी गावोगावी आमराया असत. हल्ली त्यांची मोठ्या प्रमाणावर तोड झाली आहे. आंबा अमृतफळ आहे. गावरान आंब्याने गरिबांची पोटे भरतात. आवळ्याएवढया फळापासून तर कोयीपर्यंत त्याचा वापर होतो. उन्हाळ्यात कैरी-कांदा माणसाला तारतो, दुष्काळात या फळाचा मोठा आधार असतो.
       बोर, कवठ, बिब्बा, टेंभरूण, सिंदोळे, करवंद, मोह, आवळा, चारोळी, सीताफळ, फालसा, रायआवळा, जंगल जिलेबी (विलायती चिंच) इ. फळे माणसाला जगवतात.
अंजन, रोहण, कडूनिंब, पिंपळ, बाभूळ, हिवर, खैर, चिंच, बोर इत्यादी झाडे पशुंच्या वैरणीसाठी उपयोगी असतात.
ही सर्व झाडे शेतात धुऱ्या बांधावर हवीत.
      कडूनिंब तर कल्पवृक्ष आहे. गुरे, माणसं, पक्षी, जमीन या सर्वांना तो विषेश लाभदायी आहे. वाढत्या तापमानाचा सामना करण्यासाठी तो प्रत्येक शेतात बहूसंख्येने हवा.
(५)  जलसंवर्धनासाठी जंगल, तळी इ. – आमच्या देशातील जलसंवर्धनाच्या परंपरा समृद्ध होत्या. पाण्याला जीवन आणि गावच्या लहानशा नदीलासुद्धा ‘गंगा’ म्हटल्या गेले. मात्र आता लहानमोठ्या सर्वच नद्या ‘गटारगंगा’ झाल्यात.
पूर्वी लहान नद्यांमधील जूनं-नवं पाणी एक होत असे. जंगलांच्या आधारे नद्या वर्षभर वाहत्या राहत. झाडा-झुडूपांनी भरलेल्या डोंगरांमधून पावसाचे पाणी मडकं पाझराव तसं झिरपत असते. हे डोंगर आधी पाऊस शोषून घेतात आणि नंतर सोडतात. शोषलेले पाणी एकदम बाहेर येत नाही तर हळूहळू टपटप पडते. त्याला स्पंज अॅक्शन म्हणतात. यामुळे नद्यांचा ‘जिव्हाळा’ कायम राहतो. भूजल टिकून राहते. पण जंगल बोडखे झाल्यास धोधो पडणारा पाऊस समुद्रात जसा आला तसा पळत सुटतो, सोबत डोंगरावरची मातीही नेतो. कालांतराने डोंगर कायमचे वांझोटे होतात, तिकडे गवतही उगवत नाही.
       वाहते पाणी साठवून ठेवण्यासाठी भंडारा जिल्ह्यात गावोगावी तलाव आहेत. राजस्थानमध्ये तर जलसाठवणुकीची परंपरा समृद्ध आहे. (‘राजस्थान की रजत बुंदे’, ‘आज भी खरे है तालाब’ या श्री. अनुपम मिश्रांच्या पुस्तकात याबाबत सविस्तर माहिती आहे.)
(६)  जीवनदायी वनसंवर्धन - दुष्काळ निवारणामध्ये हिरव्या डोंगराचे स्थान अन्यन साधारण आहे. त्यात विविधता असावी. चिपको आंदोलनात वृक्षरोपणाबाबत एक पंचसूत्री होती – अन्न, चारा, इंधन, वस्त्र आणि सुपिकता. (5 F- Food, Fodder, Fuel, Fibre, Fertility ) यानुसार वनारोपण झाल्यास जंगलामधून सुद्धा माणसाला खाद्यसामुग्री, गुरांचा चार आणि पेयजल उपलब्ध होईल.
(७)  भाजीपाला – वांगी, गवार, टमाटर, वाल, मेथी, चाकवत, पालक, हरभरा इत्यादी हिरवा भाजीपाला सुकवून साठविण्याच्या पद्धती आजही वापरात आहेत. आंब्याचा रस, पिकलेले चिक्कूसुद्धा उन्हात सुकवून वापरता येतात. ताज्या भाज्या आणि फळांना हा चांगला पर्याय आहे.
     अशा या जुन्या पद्धतींपासून शिकण्यासारखे खूप काही आहे.

    लोक प्रबोधन
१.      (क)  जल साक्षरता – हल्ली भूजलाचा प्रचंड उपसा होत आहे. त्यात विवेक हवा. कठीण काळांसाठी जसा धान्याचा साठा केला जातो, तसाच भूजलसाठा सुद्धा राखून ठेवायला हवा. अधिक पाणी लागणारी पिके गरजेपुरतीच घ्यावी लागतील. अशा पिकांची गरजही कमी करावी लागेल (गरजा वाढवल्या तेवढ्या वाढतात).
“पावसाचे पाणी आपण वापरतो तसच ते जिरवणेसुद्धा आपलं कर्तव्य आहे” ही जाणीव नुसता शेतकरीच नाही तर समाजातील प्रत्येक घटकांमध्ये निर्माण करावी लागेल.
(ख)  शेताशेतात माती अडवा पाणी जिरवा – प्रत्येक शेतात माती अडविण्यासाठी समोच्च पातळी (कंटूर) बांध बंदिस्ती देशाची प्रथम गरज आहे. माती अडविण्यासाठी केलेल्या अशा बांधबंदिस्तीमुळे पाणी जिरविण्याचे काम आपोआपच साधल्या जाते; मृदाजल अधिक काळ टिकून राहते. त्याचा उभ्या पिकांना भरपूर फायदा होतो. भूजल वृद्धी तर होतेच.
      मात्र या अत्यंत महत्त्वपूर्ण बाबींकडे घोर दुर्लक्ष होत आहे. शेताचे तुकडे होतात म्हणून शेतकरी अशा बांधबंदिस्तीसाठी तयार होत नाहीत. त्यांना या उपचारांच्या लाभांची जाणीवच नाही. कंटूर बांधबंदिस्ती आणि कंटूर पेरणीमुळे उत्पादन वाढ हमखास होते. अवर्षण काळात तर खूपच फायदा होतो. त्यासाठी गावोगावी प्रात्यक्षिके आयोजित केली जावीत.
       देशात पाणलोट क्षेत्र नियोजनासाठी अनेक योजना राबविल्या जातात. मात्र शेतांमध्ये समोच्च पातळी बांधबंदिस्तीचा आग्रह धरल्या जात नाही, शेतकरी शेतांच्या मध्ये बांध नाकारतो म्हणून धुऱ्यावर (शेताच्या सीमेवर) बांध घातले जातात. हा निधीचा दुरुपयोग तर आहेत, अशा अशास्त्रीय बांधामुळे अतिवृष्टी झाल्यास शेतांचे माती वाहून गेल्याने प्रचंड नुकसानही होत असल्याची उदाहरणे आहेत.
        शेतातल्या मातीनं आपली जागा सोडायला नको. मातीचा वरचा थरच सुपीक असतो, खालचा नव्हे. शेतातल्या शेतातच उंच भागाकडील माती वाहून खालच्या थरात गेल्याने उंचावरील जमीन निकृष्ट बनते. आणि खालच्या भागात सुपीक मातीचा अतिरिक्त साठा होतो. समोच्च पातळी बांधबंदिस्ती यावर रामबाण उपाय आहे. त्यामुळे जमिनीची उत्पादकता वाढते, भूजल संवर्धनही होते. दुष्काळ निवारणामध्ये याचे महत्त्व अनन्य साधारण आहे. यासाठी लोकप्रबोधन इमाने इतबारे होणे जरुरी आहे.   
२.      यंत्र विवेक – आमच्या देशात कृषी क्षेत्रात वेगाने होत असलेले यांत्रिकीकरण अनर्थाचे मूळ आहे.
Ø  ट्रॅक्टर चारा खात नाही आणि शेण-गोमुत्रही देत नाही.
Ø  ८०% पेक्षा अधिक पेट्रोलियम पदार्थ आम्हाला आयात करावे लागतात. २०१४ मधील ‘कृषी वसंत’ कार्यक्रमाचे नागपूरातील अति-भव्य आयोजन यांत्रिकीकरणावर भर देणारे होते.
Ø  ट्रॅक्टरमुळे जमीन कडक होऊन पावसाचे पाणी मुरण्यास मोठा अडसर निर्माण होतो, याउलट सेंद्रीय, नैसर्गिक शेतीमध्ये जमीन सच्छिद्र बनून अधिकाअधिक पाऊस मुरतो.
३.      पशुसंवर्धन - शाश्वत शेती व्यवस्थेसाठी भारतीय उष्ण कटिबंधात पशुधन अत्यावश्यक आहे. अत्यल्प पावसाच्या राजस्थानातही पशुपालनाची परंपरा आहे. आजघडीला पशुधनांपासून मिळणाऱ्या शेण-मूत्राचा सुयोग्य वापर करून सेंद्रीय शेतकरी पुरेसे उत्पादन घेत आहेत.
      भारतीय शेतकऱ्यांची शेणखताचे भरवशावर चालणारी शेतीपद्धती पाहून ब्रिटीश वैज्ञानिक श्री. अल्बर्ट हॉवर्ड प्रभावित झाले आणि त्यांनी आपल्या कार्याची दिशाच बदलली. इंग्रजांची नोकरी सोडून तो माणूस इंदोर संस्थानच्या जमिनीवर सेंद्रीय शेती पद्धती विकसित करण्यावर वर्षानुवर्षे काम करीत राहिला. कंपोष्ट तयार करण्याची ‘इंदोर पद्धती’ हे त्यांचेच संशोधन होय. ‘An Agricultural Testament’ हे त्यांचे पुस्तक जगप्रसिद्ध आहे. मधल्या काळात (हरित क्रांती पर्वा दरम्यान) आपण त्यांना विसरलो, मात्र त्यांचा मार्ग शाश्वत असल्याचे आज सिद्ध होत आहे.
४.      जैवभार (Biomass) -  याबाबतीत आमचा देश ठार निरक्षर आहे. सुशिक्षित-अशिक्षित, मजूर-श्रीमंत सारेच या बाबतीत सारखेच आहेत. नगरपालिका, महानगरपालिका क्षेत्रात रस्त्यावरचा ओला कचरा सुद्धा जाळल्या जातो. शेतातील पिकांचे अवशेष, पालापाचोळा इत्यादी सर्वत्र पेटविल्या जातो; त्यापासून उत्तम खत होऊ शकते. ते जमिनीचे भोजन आहे. जैवभाराच्या आच्छादनामुळे भूजीवांना संरक्षण मिळते. गांडुळे खूप वेगाने काम करतात, त्यामुळे जमीन सच्छिद्र होते. अशी माती पावसाचे पाणी अधिकाअधिक शोषून घेते.
       नैसर्गिक शेतीचे प्रणेते, जपानी कृषी वैज्ञानिक श्री. मासानोबू फुकूओका ह्यांच्या ‘एका काडातून क्रांती’ (One Straw Revolution) ह्या पुस्तकातून जैवभार व्यवस्थापनाची महती पटते.
    
     
       वातावरणातील बदलांमुळे निर्माण होणाऱ्या विपरीत परिस्थितीशी मनापासून सामना करायचा असेल तर पाणी, माती आणि वनस्पती या नैसर्गिक संसाधनाचे जतन करावे लागेल. त्यांचे शोषण नव्हे तर दोहन, व्यापार नव्हे तर परस्परांच्या गरजांची पूर्ती ही भूमिका माणसाला घ्यावी लागेल. निसर्गावर विजय मिळवून भोगवादी जीवनशैली जगण्याचा मोह आवरावा लागेल. त्याशिवाय तरणोपाय नाही.   

दुष्काळाचा सामना करण्यासाठी
काय करावे ? –
(१)  ‘माती अडवा पाणी जिरवा’ हा कार्यक्रम शेतकऱ्यांपर्यंत पोहचला पाहिजे.
-    समोच्च पातळी (कंटूर) बांधबंदिस्ती
-    कंटूर पेरणी
-    जैवभार व्यवस्थापन
-    वृक्ष संवर्धन
वरील मुद्दे अग्रस्थानी ठेऊन शेती व्यवस्थापन केल्यास दुष्काळी परिस्थितीशी सामना करणे सोपे होईल.
(२)  परंपरागत बियाण्यांचे संवर्धन (जोखीम व्यवस्थापनासाठी उपयोगी )
(३)  मिश्र पिके - (पिकांची विविधता अधिकाधिक असावी)
(४)  भूजलाचा वापर फळझाडे जगवण्यासाठी करा.
(५)  शेण व गोमुत्राचा सुयोग्य वापर व्हावा. त्यासाठी गोठे पक्के करावे.
(६)  बीज बँक – परंपरागत बियाणे आणि सरळ वाण शेतकऱ्यांना सहज उपलब्ध व्हावे.
आज बाजारात कापूस, ज्वारीचे सरळ वाण शोधून सापडत नाही. बाजार अशा प्रकारे शेतकऱ्यांना नाडणारच. गावागावात बीज बँक गावकऱ्यांच्या पुढाकाराने स्थापन होणे हा त्यावर उपाय आहे. त्यासाठी शासनाचा सहयोग हवा, नियंत्रण नको.
(७)  बायोगॅस प्लँट – निर्दोष बांधकाम होण्यासाठी शेतकरी आणि गवंडी दोघांचेही प्रशिक्षण व्हावे.
काय टाळावे? –
(१)  बिगर हंगामी पिके टाळा – उदा. उन्हाळी मूग / भुईमूग / भाजीपाला
(२)  अधिक निविष्ठा (High Input Agriculture) शेती पद्धती नको.
(३)  मशागतीसाठी ट्रॅक्टर नको, त्यामुळे जमिनीचा खालचा थर कडक होतो, पावसाचे पाणी मुरण्यास अडथळा येतो. पावसाळा, हिवाळ्यात तर ट्रॅक्टर मुळीच नको (तेव्हा जमिनीत ओलावा अधिक असतो, नुकसान अधिकच होते).
(४)  जमिनीचे सपाटीकरण करणे मोठीच चूक आहे.

दुष्काळ निवारण : स्थायी उपाययोजना

(१)  पाणलोट क्षेत्र नियोजन –
(अ)  मृदासंवर्धन – कंटूर बांधबंदिस्ती, कंटूर पेरणी
(आ)जल संवर्धन – नाला बांध, शेततळी, विहीर पुनर्भरण                                                       आधी मृदासंवर्धनाचे उपचार पूर्ण करावे त्यानंतरच प्रवाह उपचार- नाला बांध शेततळी इ. करावे.   मात्र आज प्रवाह उपचारावरच भर दिल्या जातो, मृदासंवर्धनाची कामे होतच नाहीत.                   ही तऱ्हा आधी कळस नंतर पाया सारखी आहे.
