New Delhi: Buoyed by good rains and higher prices, farmers across India have planted a record area under different varieties of pulses, shows data released by the agriculture ministry on Friday. So far, an area of 12.1 million hectares has been planted with pulses, over 11% more than the five-year average sown under the crop.
While these numbers could rise as the data is updated in the coming weeks, compared to year-ago figures, sowing of pulses is nearly 35% more—12.1 million hectares as against 8.97 million hectares in 2015-16.
While area under pulses touched a record high, sowing of cotton is down 12.6% compared to normal on fears of pest infestation, the data shows. So far, an area of 9.65 million hectares has been planted under cotton, compared to 10.57 million hectares planted by this time last year.
Interestingly, the data shows that while area under the genetically modified Bt cotton fell from 9.7 million hectares in 2015-16 to 8 million hectares in 2016-17, area under non-Bt desi (indigenous) cotton rose from 0.88 million hectares to 1.66 million hectares during this period.
The reasons for the reduction in area under cotton during the current year are the fear of whitefly infestation in Punjab and Haryana and pink boll worm in central and southern India, said a note from the agriculture ministry.
On pulses, the data shows that farmers in states like Rajasthan, Maharashtra, Karnataka and Madhya Pradesh have planted a record area under arhar or pigeon pea—a variety that touched Rs.200 a kg in retail markets a few months ago and is still selling at over Rs.140 a kg. A rise in prices of pulses and its impact on food inflation has been a cause of concern for the Centre.
The government took a number of steps such as import of pulses, raising their support prices and creation of a buffer stock of 2 million tonnes to keep prices under control.
It expects production of pulses to come in at 20 million tonnes in 2016-17, over 21% higher than the 16.47 million tonnes estimated for 2015-16. Two consecutive droughts in 2014 and 2015 reduced production of pulses, mostly grown as a rain-fed crop, by over 11% between 2013-14 and 2015-16.
Overall, the data on rain-fed kharif sowing shows that crops like rice, coarse grains, pulses, oilseeds, sugarcane and cotton has been planted in an area of 88.5 million hectares, about 5.2% higher than the area sown by this time last year.
While rice has been sown in 28.2 million hectares so far, marginally higher than the 27.6 million hectares sown by this time last year, coarse grains have been sown in 16.4 million hectares, higher than the 15.9 million hectares sown by this time last year.
Maize, which falls under coarse grains, has seen a 13% rise in sowing compared to last year, the data shows. Sowing of oilseeds is also higher by about 6.3%—from 15.7 million hectares last year to 16.7 million hectares this year.
The better-than-normal progress of sowing this year is due to ample rains across India. Data from state-run India Meteorological Department shows that the rainfall recorded till Friday in the ongoing south-west monsoon season is in excess of normal by 2%. Over 80% of India’s area has received normal to excess rainfall so far, the data shows.
Ample rains have also boosted the storage levels in major reservoirs across the country. The water storage available in 91 major reservoirs of the country for the week ending 4 August was 45% of total capacity, up from a low of 17% at the beginning of the monsoon in June.

Vijayawada: The Centre has acknowledged that the pink bollworm (Pectinophora gossypiella), known as gulabi rangu purugu in Telugu, has developed resistance to Bt cotton, the genetically modified crop that was to fight Bacillus thuringiensis.

“During kharif 2015, pink bollworm attack was reported from Saurashtra region of Gujarat, parts of Karnataka, Maharashtra and Andhra Pradesh,” minister of state for agriculture Mohanbhai Kundaariya told the Lok Sabha recently.

Despite the setback, Mr N. Durga Prasad, senior scientist of entomology at the Regional Agricultural Research Station at Lam in Guntur, said that the use of Bt cotton could not be avoided since it was preventing the American bollworm effectively.

He said Bt cotton was developed to fight against three pests, but it would be useful to effectively control one of them in India now. He said the pink bollworm had developed resistance to Bt cotton at Krishna, Guntur, Prakasam, Kurnool, Kadapa, Anantapur and other districts.

Mr Prasad said farmers would have to use pesticides to control the pink bollworm. He suggested that the farmers should opt for small duration crop varieties to minimise damage from pink bollworm attacks.

He said pink bollworm generally affects the crop after 120 days of planting. Crops with a duration of less than 150 days were available in the market, the senior scientist  added.

Mr Prasad explained that the pest could survive even in the dried waste of cotton, hence the farmers should till the land in summer. The pest would die on exposure to heat and the sun.


Monsanto spokesperson Arun Gopala Krishna of Mumbai refused to comment over phone on the Centre stating that pink bollworm had developed resistance to Bt cotton. Mr Gopala Krishna  sought an email questionnaire, but did not provide his mail ID.

New Delhi: The hand of the Rashtriya Swayamsevak Sangh (RSS), detectable in various aspects of policy-making, on occasion curls into an uncompromising fist that stops the Central government in its tracks, as in the case of the Land Acquisition Bill and more recently, on genetically modified (GM) seeds.

Monsanto, the controversial munitions manufacturer-turned-multinational seed giant, had threatened to quit India if the agriculture ministry capped royalty on its Bt cotton seeds – currently the only GM seeds available commercially in India. In response, RSS-affiliates Swadeshi Jagran Manch and Bharatiya Kisan Sangh said farewell and godspeed. They cheered as the ministry cut royalty on Bt cotton seeds by over 70% on March 9 and capped the price of the seeds – which earlier retailed at 1,000 rupees or more – at 800 rupees per 450 grams. A miffed Monsanto-Mahyco Biotech India (MMBL), which licensed its Bt seeds to 28 Indian companies, has moved court.
Home Minister Rajnath Singh, regarded as a competent agriculture minister in the previous NDA regime, is believed to have played a significant role in moderating the Modi government’s stand on GM technology. Singh is on the same page as the RSS with regard to GM technology and while in the opposition, he had questioned the Seed Bill proposed by the then Minister of Agriculture, Sharad Pawar, on the grounds that it allowed a loophole for registration of GM seeds.

The RSS battle against GM seeds goes back to the introduction of Bt cotton in 2002. The RSS’s aversion to GM technology is by no means shared by the government. As chief minister of Gujarat, Narendra Modi encouraged Bt cotton. As prime minister, his signature Make in India programme touts the country as a GM destination. He has even said, “Hybrid seeds, including GM seeds, represent new business opportunities in India” and “India has the potential to become a major producer of transgenic rice and several genetically modified or engineered vegetables”.
But his view does not quite keep with the BJP’s election manifesto in 2014, which says “GM food will not be allowed without full scientific evaluation” – a nuanced statement arrived at after a prolonged tussle between pro- and anti-GM factions in the Sangh.

Environment minister Prakash Javadekar took shelter behind the “scientific evaluation” clause when the Genetic Engineering Approval Committee approved field trials of 13 GM crops, including mustard, brinjal, rice and chickpea, in July of 2014.

A few months later, he told parliament, “The Union government is of the view that research in GM and confined field trials for generating bio-safety data with all due precautions should be allowed to continue in the national interest.” Most state governments, including BJP-ruled ones, refused permission for field trials.

In a lateral move, the anti-GM lobby launched an offensive against Monsanto. “We attacked on several fronts,” said the Swadeshi Jagran Manch’s Ashwini Mahajan. First came the Competition Commission of India’s observation that MMBL was “abusing” its dominance of the Bt cotton market. Then, farmers’ groups lobbied for the regulation of cotton seed prices, which led to the setting up of a committee under the agriculture ministry for that purpose. The National Seeds Association of India (NSAI) questioned MMBL’s monopoly and restrictive licensing norms in the cotton seed sector and supported the regulation of cotton seed prices. It came down hard on the Big Seed MNCs – who are members of the NSAI – for opposing price regulation.

MMBL was further cornered when research found that its GM cotton seeds, Bollguard 1 and Bollguard 2, had failed. The USP of these seeds was that they would be a pest-proof version the cotton crop, at least from the pernicious pink bollworm. But the Central Institute of Cotton Research found that these seeds did not work. On a complaint from the BJP’s Kisan Morcha, the commerce ministry’s Department of Industry Policy and Promotion served a notice to MMBL, asking why its patent should not be revoked. Bt cotton, it now turns out, is a self-limiting technology, effective only for a few years, until the target pest develops resistance. Besides, it is ineffective against other major cotton pests, such as the mealy bug and white fly, which have heavily damaged Bt crops in recent years.

India has always been opposed to an intellectual property rights regime in agriculture, maintaining that seed sovereignty is undermined by proprietary technologies. Also, GM and hybrid seeds – developed in labs rather than by farmer-breeders on the field – eventually displace traditional varieties. Bt cotton is a shining example, now sown in over 90% of the land under cotton.
The RSS-BJP meetings of December 2015 and January 2016 are believed to have sharpened the budget’s stated focus on agriculture. Specific items on its wishlist – such as crop insurance, the U-turn on MNREGA and the emphasis on micro-irrigation – were accepted, as were recommendations on the Dalit entrepreneurship fund, which dovetails with its “samajik samrastha” campaign, and on the Deen Dayal Upadhyay centenary. On GM, however, the struggle is likely to be a prolonged one.   Powerful forces are at work, with the US government – notably current president Barack Obama and presidential hopeful Hillary Clinton – nudging India towards “transformative technologies” in agriculture.

Global agri biotech company Monsanto has threatened to withdraw Bt cotton technology after a Union government-appointed panel reportedly cut seed price and royalty for the upcoming kharif season.
In a veiled threat, the Indian arm of the St Louis-based firm said that Mahyco Monsanto Biotech (India) would have no choice but to re-evaluate every aspect of “our position in India”, if the committee recommends a sharp, mandatory cut in the trait fee.
“It is difficult for MMB to justify bringing new technologies into India in an environment where such arbitrary and innovation stifling government interventions make it impossible to recoup research and development investments,” Shilpa Divekar Nirula, CEO, Monsanto India Region, said in a statement.
Lower royalty

Monsanto licenses the Bt technology to MMB – a joint venture it formed with Mahyco – which in turn sub-licenses it to seed companies, charging a trait fee or royalty. The Union government panel has reportedly recommended cutting the price BG-II cottonseed by about ₹130 from ₹930 a packet (of 450 gm) last year to ₹800 and ₹635 (₹830) for BG-I for the upcoming kharif season.
Bulk of the reduction comes in the form of a lower royalty to MMB that is put at ₹49. This component varies from State to State. While it is ₹50 in Telangana, Andhra Pradesh puts it at ₹90.
The committee, which met in Delhi on Thursday, had submitted its recommendations to the government for a final decision. Amidst litigations and requests from farmers’ organisations, the government has decided to announce a uniform price for the cottonseed for all cotton-growing States.
The committee, with representatives from various stakeholders, was formed after the government issued Cotton Seed Price Control Order (CSPCO). MMB has moved the Delhi High Court challenging the move.
Industry and media reports suggest that CSPCO plans to recommend an imposition of 70 per cent reduction in the trait fees paid on Bt cottonseed. Fixing of the fees will affect MMB’s business in the country.
The Centre is attempting to reduce the farmer’s expenditure on cottonseeds by controlling its prices. On an average, a cotton farmer spends three per cent of his total farming cost on seeds.
MMB, in a statement, said that the Centre’s intervention and any recommendation to reduce trait fees, if made, comes against the backdrop of a bilateral dispute where few licensees refused to honour their commitments to pay MMB, over ₹450 crore. They have collected these amounts from the cotton farmers in Kharif of 2015.
Pricing row

The prices of BG-I and BG-II vary in different States, with local governments issuing orders every year giving a break-up of actual seed cost and the royalty, which has become a bone of contention between the States and farmers’ organisations and seed companies on the other.
This row has resulted in a virtual split in the seed companies, with Monsanto and MMB and nine other firms supporting their view and a host of others in the National Seed Association of India (NSAI) that backed the Central government price order.
“Such a drastic intervention overrides existing private bilateral commercial contracts, and undermines the overall operating environment in India,” the Monsanto official said.
ABLE-AG reaction

The Association of Biotechnology Enabled Enterprises Agriculture Group (ABLE-AG), which comprises 11 seed firms including Monsanto, MMBL, Syngenta, has opposed the recommendation.
“If the reports come true, it will not be in favour of the farmers in the long run and will violate the principle of free market economics. When the cost of producing cotton runs in several thousands, saving hundred rupees will not benefit the farmers,” Shivendra Bajaj, Executive Director of ABLE-AG, said.

New Delhi: The Delhi high court on Friday cleared the way for the Union government to impose price controls on Bt cotton seeds by declining to stay its 27 January decision to set up a central price control committee.

The committee is tasked with regulating prices of Bt cotton seeds and payment of royalty to technology providers.

The court’s decision is a setback to Mahyco Monsanto Biotech (India) Pvt. Ltd (MMBL), a joint venture between Mahyco and Monsanto, a global technology provider of genetically modified seeds.
The development pertains to a case where MMBL petitioned the court to quash certain provisions in the price control order, specifically those allowing the centre to determine trait or royalty fees.

The price control order was issued by the agriculture ministry on 7 December 2015 and the nine-member committee was set up as a consequence.

The central price control order aims to keep Bt cotton seed prices affordable for farmers and bring uniformity in prices across states.

Around eight million farmers grow cotton in India and the double gene Bt cotton technology supplied by MMBL accounts for 95% of the seed market.

MMBL supplies the genetically modified Bt cotton technology to 49 seed companies in India in exchange for a trait or royalty fee.

While refusing to grant a stay until 4 March, the date of the next hearing in the case, Justice Manmohan said that any further action by the government would be subject to future orders of the court.

MMBL counsel Sandeep Sethi told the court that the centre only had jurisdiction to fix seed prices and not the technology fee that seed companies pay to MMBL.

“While we do not have an objection with price regulation of cotton seeds, but it must be seen that under the Essential Commodities Act, 1955, only the price of commodity—the cotton seed—can be regulated. The technology supplied by me (MMBL) is covered under the Patents Act, 1960, and cannot be fixed by the committee,” Sethi argued.

According to the order notifying the setting up of the committee, the price control committee will fix the maximum sale price of cotton seeds, including royalty fees and dealers’ margins before 31 March—ahead of the kharif season.

The first meeting of the committee is likely after 10 February, but by this month-end, after all stakeholders (such as seed associations, farmers and technology providers such as MMBL) submit their inputs, an official with the farm ministry said, requesting anonymity.

The centre earlier told the court (on 23 January) that the efficacy of the genetically modified Bt cotton to resist pest attacks has declined over the years and therefore, royalty or trait fees must also come down.

Besides, on 27 November, the centre wrote to antitrust regulator Competition Commission of India (CCI) to probe if MMBL, which licenses its patented Bollgard II technology to seed companies in India, abused its dominant position in the market.

Presently MMBL charges trait fees of Rs.163 and Rs.175 for Bollgard II Bt cotton seed packets (450 grams) that are sold to farmers (by different seed companies) at Rs.930 and Rs.1,100, respectively.
However, prominent cotton-growing states such as Maharashtra, Telangana and Andhra Pradesh have mandated trait fees be kept at Rs.20, Rs.50 and Rs.90, respectively.

“If they (the government) are interested in setting the price, then they should have first regulated the end price. That’s the one that concerns the farmers. Regulating technology fees should be the last resort,” said an intellectual property expert who did not want to be named.

“Once you regulate the end price, the other players will start renegotiating their prices. It has a huge economic impact. Setting the technology fee will always be arbitrary, which does not take into account the research and development cost of the technology,” the expert added.

“The trait value (royalty fees) comprises only about 1-2% of the total cost of cultivation for farmers in India whereas the benefits to farmers have been transformational,” MMBL told the Delhi high court on 29 January.

“In today’s hearing, the court heard our application requesting that the price control committee avoid interfering with private arrangements between MMBL and its licensees, and asked the centre to respond in the next 10 days,” said an MMBL spokesperson. “We repose complete faith in the courts and remain confident that the government will take into account views of all stakeholders in the spirit of comprehensive consultation and will revise the contentious clauses to encourage innovation in Indian agriculture.”

The case in the Delhi high court and CCI will determine the future of India’s intellectual property rights regime and, in the near term, how the forthcoming kharif season will play out for cotton growers across the country.

New Delhi: The efficacy of genetically modified Bt cotton in resisting pest attacks has declined over the years, the central government told the Delhi high court. As a result, royalties charged by a technology giant like Monsanto must also come down, it argued.
The government’s response came in a dispute over an order to regulate cotton seed prices and fix royalties. The order is being challenged by Mahyco Monsanto Biotech India Pvt. Ltd (MMBL), a joint venture between Mahyco and Monsanto.
The company petitioned the high court to quash certain provisions in the price control order, specifically those allowing the centre to determine trait or royalty fees.
“Pink bollworm, a major pest to the cotton crop, has already developed resistance in the last 2-3 years; farmers are a worried lot having sown Bt cotton seeds purchased at high price,” the government said in an affidavit.
It added, “The crop is getting damaged due to pink bollworm incidence. It is a natural phenomenon that over the years efficacy of the technology goes down, hence the royalty on technology should also be reduced.”
The centre’s affidavit, filed on 23 January, added that Bt cotton seeds are now unaffordable to farmers due to high royalties charged by MMBL which has a near monopoly on Bt cotton seeds and that this has led to a market failure.
“The regulation of Bt cotton seed prices under such situation cannot be meaningful if the trait value or licence fee or royalty is not regulated,” it added.
Around 8 million farmers grow cotton in India and Bt cotton technology supplied by MMBL makes up over 90% of the seed market.
The case arises from a price control order issued by the agriculture ministry on 7 December 2015 to make Bt cotton seed prices affordable to farmers and bring uniformity in prices.
MMBL, which licences its patented Bollgard II technology to 49 seed companies in India, said in its petition that the price control order is “illegal and unconstitutional”.
An MMBL spokesperson said the “court has permitted MMBL to file its response to the Union of India’s counter affidavit. The matter being sub judice, it would be improper to comment at this point of time”.
The Delhi high court on Wednesday said the case will be heard next on 4 March.
The government argues that its power to pass orders under the Essential Commodities Act (1955) overrides existing laws, including the Patents Act 1970. This, the government said, justifies its move to regulate royalty fees charged by patent holders like MMBL.
MMBL charges trait fees of Rs.163 and Rs.175 for Bt cotton seed packets (450 grams) that are sold to farmers (by different seed companies) at Rs.930 and Rs.1100, respectively.
On Wednesday, the agriculture ministry constituted a price control committee that will recommend the maximum sale price of Bt cotton, including royalty fees paid by seed companies to technology providers like MMBL.
The committee, according to the government order reviewed by Mint, will also suggest the format of all licensing agreements for genetically modified technology.
In support of the government’s price control order, executive director of industry lobby group National Seeds Association of India (NSAI), Kalyan Goswami said that the central order was a good move that will help all stakeholders including farmers.
“The balanced regulation might leave enough margins for the seed companies to invest in R&D and infrastructure development compared to the situation till 2015 wherein some of the cotton seed companies have even become bankrupt,” he said.
Goswami also called for reforms in the intellectual property regime for essential commodities like cotton seed.
“NSAI...believes that all GM traits and the IPR (intellectual property rights) related to them must be declared as standard essential patents (SEP) and only if the technology proponents accept this kind of governance, new GM traits may be approved in our country,” he added.
A patent is declared an SEP when the technology becomes the industry standard (like in smart phones).

At least 11 member companies of the National Seeds Association of India (NSAI) have written to the industry body alleging motivated lobbying by it with the Union government for a price control order for cotton seeds.
This, the companies allege, will discourage innovation and deprive farmers of better seed technology.
In separate but similar letters written on 23 and 25 January, seed companies including Monsanto India, Mahyco, Bayer Crop Sciences Ltd, Syngenta India Ltd, Rasi Seeds, Sungro Seeds and Shriram Bioseed Genetics alleged that NSAI sought and defended the price control order even though it had challenged other such regulations before various courts in the past.
The letters reviewed by Mint also said that “NSAI has sought to intervene in certain contractual disputes between some of its dominant members against a technology provider”.
“This appears to be a gross misuse of the NSAI platform and financial resources which is not intended for such motivated purposes,” the letters added.
The reference seemingly is to an ongoing dispute between Nuziveedu Seeds Ltd (NSL) and Mahyco Monsanto Biotech (India) Pvt. Ltd (MMBL), where the former refused to pay MMBL trait or royalty fees (amounting to Rs.138 crore) for using its proprietary Bt cotton technology.
MMBL, a joint venture between Mahyco and Monsanto, has filed an arbitration petition on the non-payment of trait fees by eight firms including NSL in the Bombay high court. The companies owe MMBL about Rs.450 crore in trait fees on the grounds that several state governments have put in place price controls which also mandated lower trait fees than what was agreed upon bilaterally between seed companies and MMBL.
Currently, MMBL receives a trait fee of Rs.163 per packet of Bt cotton seeds (using patented Bollgard II technology) which are sold at Rs.930 per packet.
MMBL also terminated the contract with NSL and two of its units (Prabhat Agri Biotech and Pravardhan Seeds) on 14 November.
NSL, with a 20% market share in Bt cotton seeds, is headed by M. Prabhakar Rao, who is also the current president of NSAI.
Interestingly, the disagreement within NSAI—which has 357 members, including warring parties like NSL and Monsanto—comes into the open ahead of a crucial court hearing on 27 January where MMBL has petitioned the Delhi high court to quash the price control order issued by the agriculture ministry.
MMBL has contended in its petition that the price control order is “illegal and unconstitutional” as it regulates the contractually negotiated licence fee payable by its licencees for distributing patented Bollgard II technology.
Mint has reviewed a copy of this petition. MMBL has claimed that this is beyond the scope of price regulation under the Essential Commodities Act, 1955, as its technology does not qualify as an “essential commodity”.
NSAI’s executive director Kalyan Goswami earlier this month said that the industry body has been made a party to this case, on its request.
On the present set of letters Goswami said that NSAI is yet to receive any communication signed by the 11 companies.
“I am really very sorry to say that this statement is made today (Tuesday) by Monsanto looking at tomorrow’s (Wednesday’s) hearing in the Delhi high court,” he said, adding, “We would like to reiterate that the decision of advocating to the ministry of agriculture for price control was taken by the governing council (of NSAI). The council is elected by all the members, spread nationwide, and not by only selected members.”
Goswami further said that firms coming forward with Monsanto (in the letter) have direct or indirect business links with it.
“They should question the drastic and discriminatory actions and exercise of dominance by MMBL. On the contrary, they have short-term commercial interests. They are not thinking of the interest of farmers,” he added.
The agriculture ministry on 7 December issued a price control order to bring uniformity in Bt cotton seed prices, as several states like Maharashtra, Andhra Pradesh and Telangana had brought in price control orders. The other reason, according to the ministry, is to make Bt cotton seeds affordable for farmers.
In addition to court cases and the price control order, the ministry also wrote to the Competition Commission of India (27 November) requesting it to probe whether MMBL abused its dominant position as a technology provider for Bt cotton.
The multiple cases and disputes involving technology providers like MMBL, seed companies, industry bodies like NSAI and the ministry of agriculture will determine the future of Bt cotton in India.
The transgenic Bt technology, first allowed for commercial cultivation in 2002, catapulted India from an importer of cotton to its current position as a top producer and second largest exporter of cotton globally.
At least 6 million farmers grow cotton in India, over 95% of which is grown using the Bt technology which is licensed to 49 seed companies by MMBL.
Seed companies that wrote to NSAI also said that even though price control regulation is presently limited to cotton seeds, “it is inevitable that similar regulation will be applicable to all kinds of seeds and technology, thereby jeopardising significant investments already made by many members”.
The firms observed that the NSAI should not be used for short-term commercial interests of a few dominant members whose interests were prioritized over “larger group members”.

NEWS : Govt. has to look into Bt cotton crop failure in Raichur: Experts

The team of independent researchers said around 80 per cent of the Bt cotton crop was destroyed due to pink bollworm attack.

Following media reports on Bt cotton failure, an independent fact-finding team of experts visited Bt cotton fields in Raichur district on Thursday. The team visited fields in Gonal and Kadagamdoddi villages and interacted with the affected farmers.

In Gonal village, affected farmers were found desperately seeking suggestions and recommendations from the team members about alternative cotton seeds for cultivation. “We have suffered a massive blow with the failure of Bt cotton. We want some other varieties that could withstand pest attack and fetch better yield,” a farmer pleaded.

Speaking to media at a Bt cotton field in Gonal, about 15 kms from Raichur, Dr. Prakash, who headed the team, said that around 80 per cent of the Bt cotton crop was destroyed due to pink bollworm attack.
“A study report released from University of Agricultural Sciences in Raichur pointed out that around 40-50 per cent of Bt cotton crop in rain-fed area was destroyed in pink bollworm attack. We however found that the damage was over 80 per cent. The university should conduct fresh study and submit a report to government seeking appropriate actions for safeguarding the interests of affected farmers,” he said.
 Mr. Manjunath Holalu, another team member, pointed out that both Raichur and Dharwad agriculture universities had, in their Package of Practices reports recommended Bt cotton cultivation for rain-fed areas which goes against the recommendations of Central Institute for Cotton Research.

He also pointed out that Bollguard II variety of Bt cotton seeds, which was developed for controlling pink bollworm, had utterly failed.

“The instruction guide supplied with Bt cotton seed packet claims that it controls not only American, Spotted and Pink bollworms, but also highly effective against Spodoptera and Semi-loopers. But in reality it failed to control pink bollworm,” he observed. He showed the empty Bt cotton seed packets and the instructional manuals that he collected from farmers.

P. Srinivas Vasu, a team member, demanded the government hold Bt cotton seed companies responsible for the loss and compel them to pay compensation to affected farmers.

The team was comprised of Dr. H.R. Prakash, Agronomist and Rtd Additional Director, Department of Agriculture, Mr. Manjunath Holalu, Forestry and Environmentalist, P. Srinivas Vasu, ActionAid representative, Venkatesh Patel, a farmer, Syed Hafeez Ulha, convenor of Bharat Gyan Vigyan Samiti, Lakshman Gwoda, representative of Karnataka Rajya Raitha Sangha and others.

NEWS: Bt cotton turns out to be a disaster for Indian farmers

The whitefly outbreak has intensified a debate over GM crops just as Prime Minister Narendra Modi's office reviews a proposal to allow farmers to grow GM mustard.

Indian farmers are for the first time abandoning genetically modified cotton after a devastating pest attack ravaged their fields, sowing doubts about the crop technology that had been hailed as a panacea.

The whitefly attack on the Bt cotton variety in Punjab and Haryana has caused a rural crisis: at least three farmers have committed suicide around the city of Bhatinda and tens of thousands protested to demand state aid.

These are some of the same farmers who more than a decade ago reaped the first bumper harvest of GM cotton that quickly caught on because it dramatically increased yields and raised living standards.

Cotton output has jumped fourfold since commercial cultivation of GM cotton was allowed in 2002, transforming India into the world's top producer and second-largest exporter.
That run may now falter, raising the risk of slower sales for Monsanto which has sold Bt cotton seeds to more than 7 million Indian farmers, mainly through local seed firms operating under licence.

"We poured all our money into buying pesticides and worked day and night to save the crop. But it failed miserably," said Thana Singh, 67, whose son died after taking poison during a protest outside a government office in Punjab.

Singh and many other farmers plan to switch to food crops such as lentils to rebuild their livelihoods.
"My son was unable to overcome the stress. We were staring at massive losses caused either by the Bt cotton seeds, or maybe by fake pesticides," said Singh, who choked up with emotion as he walked through a field whose cotton pods and leaves were covered with whiteflies. "I don't want to touch Bt seeds until I have a firm answer."

The whitefly outbreak has intensified a debate over GM crops just as Prime Minister Narendra Modi's office reviews a proposal to allow farmers to grow GM mustard, an oilseed.
To lift India's woeful farm productivity, Modi has asked scientists to work closely with farmers to introduce high-yielding crop strains.

But a farmers' body affiliated to Modi's ruling party is bitterly opposing GM crops and is lobbying senior officials for a ban on Bt cotton and to block GM mustard.

High stakes
The stakes are high for Monsanto, which licensed a gene that produces its own pesticide to kill bollworms, the pest most lethal to cotton, to a number of local seed companies in lieu of royalties.
Monsanto also markets these seeds directly, but has a market share of just 2-3 percent. The local licensees together command 90 percent of the market.

Mahyco Monsanto Biotech (India) Pvt Ltd (MMB), a joint venture with India's Mahyco, said that Monsanto and the licensees have marketed their product as resistant to bollworms, but not against other pests.

"This technology is effective only against specific types of bollworms that are known to cause boll damage leading to yield loss and economic damage to the cotton crop and not other sucking pests," a spokesman said in comments emailed to Reuters.

Spurious Seeds, Phoney Pesticides?
Punjab and Haryana have launched investigations, raiding the offices of some seed companies and pesticide makers to collect samples of the products sold to farmers.

Last month, police arrested the director of the Punjab state agriculture university suspected of involvement in allowing the sale of 19 pesticides that were found be ineffective.

The federal farm ministry said it was considering ways to limit the number of GM cotton hybrids being widely sold in India to eliminate those most prone to whitefly.

Experts say that dry conditions in northern India and Pakistan have helped the pest spread.
"Bt cotton seeds are as effective against bollworms as they were in 2002 and the widespread whitefly attack was primarily due to a prolonged dry spell," said Bhagirath Choudhary, director of the South Asia Biotech Centre, a not-for-profit scientific society.

Farmers grow GM cotton on 95 percent of the total 11-12 million hectares under the crop. Punjab and Haryana together produce about 4 million bales (1 bale = 170 kg) of India's total output of nearly 38 million bales.

"I don't see any significant drop in output because we haven't heard of any pest attack in Gujarat, Maharashtra, Telangana and Andhra Pradesh," Choudhary said, referring to the top producing states.

Pests, Pesticides and Propaganda: the story of Bt Cotton

A whitefly epidemic has devastated the Bt cotton crop in Punjab forcing farmers to use 10-12 sprays – each costing Rs 3200. This, in addition to the high cost of Bt seeds sold by Monsanto-Mahyco Biotech. In Maharashtra, Haryana and Punjab, farmers growing non Bt, desi cotton have not been impacted by pests like Bt cotton has. And organic farmers in Punjab had no whitefly attack.

Association of Biotechnology Led Enterprise (ABLE) is clearly un-able to distinguish between science and Industry propaganda.

A scientific approach, to what is happening in Punjab, would draw the  inference that pesticides and Bt are creating pests, while non Bt seeds and organic practices are controlling them.

The second step would be to identify the ecological processes that create pests in Bt crops, and in fields using heavy doses of pesticides.

The third scientifically enlightened step would be to promote effective and sustainable pest control technologies such as ecological agriculture, and stop pushing failed and costly technologies like Bt and the pesticides that are peddled with it.

Instead of responding scientifically, the biotechnology lobby group has repeated the false claims of Monsanto – which has trapped millions of our farmers in debt and pushed hundreds of thousands to suicide. 300,000 farmers suicides should be a wakeup call for any nation.

Ecological science teaches us that pests are created by industrial agriculture through the following processes.
  1. Promotion of monocultures
  2. Chemical fertilisation of crops – which makes plants more vulnerable to pests
  3. Emergence of resistance in pests by spraying of pesticides
  4. Killing of friendly species which control pests and disruption of pest-predator balance
Bt. crops are not an alternative to these pest creating systems. They are a continuation of a non-sustainable strategy for pest control, which, instead of controlling pests, creates new pests and super pests. Monsanto advertised that Bt cotton would not need pesticide sprays, clearly a case of false advertising. The primary justification given for the genetic engineering of Bt traits into crops was that Bt will reduce the use of insecticides. A Monsanto brochure showed a picture of a few worms and stated – “You will see these in your cotton and that’s O.K. Don’t spray”. Even today, Monsanto apologists claim that Bt has reduced pesticide usage. The Punjab devastation shows this is not true.

Bt crops are pesticide-producing plants that are supposed to control pests. In the US, where Bt technology is from, Bt crops are registered as a pesticide.

Bt toxins are a family of related molecules produced, in nature, by a soil Bacterium – Bacillus thuringiensis (Bt.). Farmers and gardeners have used Bacillus thuringiensis in it’s natural form, as an organic pesticide, for more than 50 years. In recent times, Bt. genes have been genetically engineered into crops, making each and every cell in the plant produce toxins, through most of its life. Naturally occurring Bt and genetically engineered Bt are not substantially equivalent. The Bt in the soil bacterium is a pro-toxin which is in an inactive state. It is therefore safe for non-target insects. It  is transformed into a toxin by enzymes in the gut of the caterpillar family of insects. In the genetically engineered plant Bt plant the expression of the toxin does not need this pathway. Bt plants contain an artificial, truncated Bt gene and less processing is required to generate the toxin. It is therefore less selective, and may harm non-target insects that do not have the enzymes to process the pro-toxin, as well as the pests like the bollworm for which it is intended. This difference in the nature of the Bt in its naturally occurring bacterial form, and its genetically engineered form in plants is the reason the non target species are being impacted while the target species evolves resistance.

The false claim of substantial equivalence by the Biotechnology industry has blocked the scientific research that would assess the difference. Science has been substituted by Propaganda.

Genetically engineered Bt. crops are being touted as a sustainable pest control strategy while their failure is evident. Bt. crops are neither effective nor ecologically sustainable. Instead of controlling pests, Bt crops are creating pests, as is evident from the outbreak of whitefly which destroyed more than 60% of the Bt cotton crop in 2015. Since Bt was introduced in India, pests that had historically never affected non Bt cotton have become major cotton pests. Massive outbreaks of aphids, jassids, army bugs, mealy bugs have compelled farmers to use more pesticides than before. When I sued Monsanto in 1999 for its illegal introduction of Bt cotton into India without the mandatory approval from the GEAC, the data from the open field trials that they were compelled to submit to the Supreme Court revealed that even at the trial stage Bt was increasing aphids and jassids by 300%. Clearly this was overlooked in the assessment by the GEAC.

In a peer-reviewed study, Swiss scientists found that Bt crops are more vulnerable to pest attacks because genetic engineering disrupts the metabolic processes in plants that contribute to resisting insects.

The Royal Society has found that the processes of genetic modification to resist the bollworm makes Bt cotton more susceptible to non target pests such as aphids, because the plant has been induced to express Bt toxin in every cell through genetic engineering. Bt cotton contains reduced levels of induced terpenoids, which help the plant resist other pests.

Not only is Bt contributing to new pests, it is unable to control the target pest, the bollworm. In 1996, 2 million acres in the US were planted with Monsanto’s Bt. transgenic cotton called Bollgard. Bollworms were found to have infested thousands of acres planted with the new breed of cotton in Texas. The genetically engineered cotton did not survive the cotton bollworm attack. Monsanto was sued by 25 farmers over Bt. cotton planted on 18,000 acres, which suffered boll worm damage, following which, the farmers had to use pesticides in contrast to the corporate propaganda that genetic engineering meant an end to the pesticide era.

A second process through which Bt is contributing to increasing the pest problem, instead of reducing it, is by inducing Bt-resistance in pests and creating super pests.

The Bt. crop strategy is not a sustainable method for pest control because Bt plants continuously release toxins. Constant long-term exposure of pest populations to Bt encourages survival of individual pests that are genetically resistant to the toxin. As Margaret Mellon and Jane Rissler, of the Union of Concerned Scientists, state in their report Now or Never – “over many generations, the proportion of resistant individuals in pest populations can increase, reducing the efficacy of the Bt. toxin as pesticide.”

Scientists have estimated that widespread use of Bt. crops could lead to the loss of Bt’s efficacy against certain pest populations in as far as two to five years (Fred and Bruce, 1998). In India, the pink bollworm has developed resistance to Bt, and Monsanto is selling an even more expensive Bollgard II, which has stacked Bt genes. This too will contribute to evolution of resistance since the genetically engineered Bt crops continuously express the Bt toxin, throughout its growing season. Continued exposure to Bt toxins promotes development of resistance in insect populations, rendering Bt ineffective at the one job it is supposed to do.

The fact that the Environment Protection Agency (EPA) of the U.S. requires refugia of non-engineered crops to be planted near the engineered crops, reflects the reality of the creation of resistant strains of insects. Due to this risk of pest resistance, the EPA offers only conditional and temporary registration of varieties producing Bt. The EPA requires 4% “refugia” with Bt. cotton i.e. 4% of planted cotton is conventional and does not express the Bt. toxin. It therefore acts as a refuge for insects to survive and breed, and hence keeps the overall level of resistance in the population low. Even at a 4% refugia level, insect resistance will evolve in as little as 3 – 4 years. Even though Monsanto claims it has adhered to the regulations in India, it is common knowledge that the implementation of refugia has never been done. Additionally, the biosafety regulations have never been followed for Bt in India.

The failure of Monsanto’s Bollgard cotton in large areas in the U.S. shows the risks of extrapolating from trials on small plots to large scale commercial planting. A second lesson from the 1996 U.S. planting is that it is not easy to force farmers to leave refugia, at their own costs, in order to manage pest resistance. The extra costs of leaving 20 per cent land to non-Bt cotton to be sprayed with conventional insecticides should be internalised in assessment of the benefits of Bt cotton.
Scientists have recommended that 50 per cent area be planted with non-Bt cotton when farmers plant Bt cotton (Fred and Bruce, 1998). If farmers should not be planting more than half their acreage with Bt cotton, why should they be planting it at all?

One of the most significant reasons contributing to the pesticide treadmill has been the death of beneficial insects, and the emergence of resistance. More than 500 species of insects have become resistant to conventional insecticides, and there is empirical evidence that they can also adapt to Bt toxins (Fred Gould and Bruce Tabashnik,  1998  Bt cotton Resistance Management in Mellon and Rissler “Now or Never”).

Bt is destroying ecosystem sustainability and biodiversity, by killing beneficial organisms. Engineering a toxin into a plant can have its own hazards. Plants engineered to manufacture their own pesticides can harm organisms other than their intended targets. Soil inhabiting organisms, that convert organic matter into nutrients for the plants, can be harmed by the toxin preventing the regeneration of soil nutrients.

The full impacts of Bt crops have not been looked at, though indications are emerging that genetically engineered Bt is harmful to beneficial insects such as bees and ladybirds. Research at the Scottish Crop Research showed that ladybirds fed on aphids that were fed transgenic potatoes – laid fewer eggs and lived half as long as ladybirds on a normal diet (Brich et al, 1996/97).
Research from Cornell, in 1999,  found  that the Monarch butterfly -Danaus plexippus -was killed by ingesting milkweed leaves dusted with pollen from Bt cotton  (Losey J.E.: Transgenic pollen harms monarch larvae. Nature, Vol 399, 20 May 1999: 314)

Research done on impact of Bt cotton on soil micro organisms showed a 22 % decline of beneficial micro organisms within 4 years.

These impacts on non-target species falsify the claims that the Bt toxin in Bt cotton only effects the cotton bollworm.

The myth that GMO crops reduce pesticide use is also not true.
Two applications of genetic engineering account for most commercial planting, Bt crops and Ht crops. Herbicide tolerant crops account for 63 % of the cultivation of GM crops.
Bt crops have led to increase of pesticide use because of new pests , and pest resistance in the boll worm. As the directorate of plant protection shows, pesticide use has increased with increase of Bt cotton cultivation.

Bt threatens Ayurveda and other Medical Practices.
Besides this, the Bt cotton will have a direct impact on the practitioners of the Indian system of medicines. The cotton seeds, roots, flowers, leaves, oil and cotton is used internally as well as externally in different ailments in the Indian system of medicines. The cotton seeds are used for increasing milk secretion; the use of Bt cotton seeds can cause serious health hazards to the mother and the child. Similarly, the roots are used during labour to enhance the uterine contraction. The ash of the cotton is taken to check bleeding from wound. The leaves are given as diurative. The introduction of Bt cotton in Indian varieties, safe from contamination until now, will have a dangerous effect on the traditional medical practices and the use of its seeds, leaves, roots, oil will be fatal for the patients.

India is the home of cotton diversity. We should use the biodiversity of cotton to our advantage to create ecological strategies of selecting pest resistance varieties, using integrated pest management and avoiding the risks of hazardous pesticides as well as the risks of genetically engineered crops. Instead, the ICAR is pushing for Bt in straight varieties of cotton which would contaminate all standing crops of non-Bt cotton, leaving farmers vulnerable to litigation and crop failure.

Scientific assessments tells us the GMO experiment with our seeds and crops must be stopped. Propaganda on behalf of the biotech seed industry, which in also the pesticide industry, will of course keep repeating that pesticides and Bt crops are a silver bullet. It is just that Monsanto gets the silver, Farmers get the bullet.
